Abstract

The paper describes the evolution of the ministerial organization from late 19th century, from the setting up of the Ministry for Cultural and Environmental Heritage (1974-1975) to the development of regional competences until the Code of Cultural Heritage and Landscape (2004) and then, taking inspiration to the fundamental essay by Alberto Predieri "Meaning of the constitutional law on protection of landscape" (edited in 1969), reflects about the relationship between landscape and urban planning to define the most suitable organization for effective management of protection and valorization policies of the landscape.
