The leadership selection for the government and administration of cultural heritage
Abstract
Nowadays, when dealing with the selection of the management in cultural sector, it is impossible not to mention the case law that has involved the selection of directors in Italian museums of national interest. The paper aims to analyse in depth this case, which represents an opportunity to examine the position of the Court of Justice with reference to the free movement of workers in public sector and the Italian law that implements this position. Moreover, it examines the 2014 reform of the Ministry of Cultural Heritage and Activities and Tourism and of the organization of state museums and the effects it has had on the selection of management. Hence, within such analysis it is possible to combine the selection of directors in Italian cultural sector with profiles linked to administrative organization and, above all, with concepts of European law.
