Abstract
UN Security Council Resolution 2177 (2014) defined for the first time a viral epidemic as a threat to international peace and security. The paper presents some reflections on this qualification, in view of the international response to the Ebola outbreak in western Africa, and considers its implications with regard to Chapter VII categories and measures.
