Abstract
this essay recounts the work of Sieyès and thouret in the national Constituent assembly concerning the administrative and judicial reforms. it highlights how, even though very differently, the two constituents contributed to these major reforms. reforms that, unlike the short lived 1791 Constitution, will be influencing the French political and institutional landscape in the years to come.
