Abstract

Since 1944 a debate took place in Italy between antifascist parties about the institution of regional governments. This issue was also discussed by governmental Committees in charge of studying the organisation of the incoming democratic State. These bodies showed a strong opposition against federalist solutions and agreed on the creation of Regions as administrative bodies. The Constituent Assembly had a different mind and gave Regions some legislative powers.
