Abstract
This essay traces the genesis of the Italian National health system, from the first attempts to reform the institutions and the principles inherited from Fascism, to the definitive passing of the law in 1978. Already outlined in its essential features in the early Sixties, this huge reform program involved a radical transformation of the way of conceiving health, now seen as fundamental right.
