Abstract
With the instructions of the 24th April 1815, Habsburgs provided Lombardy with representative bodies at provincial and regional level. The article analyses the formation and composition of these assemblies, showing how, despite local differences, city élites monopolized the assemblies and imposed their hegemony on rural élites. Too biased in favour of cities, the assemblies represented a bottleneck for emerging social classes, weakening the stability of Habsburg political system in Lombardy.
