Abstract
The reflection of Tom Paine - "man of the two revolutions", but also theoretician of rights amidst the tradition of natural rights and that of human rights - offers an articulated view in the domain of the seventeenth's century philosophy of politics. This paper deals with Paine's foundation of so-called 'welfare rights' - a foundation which focusses on the notion of human sociability, and impacts the problematic issue of property.
