Abstract
The text deals with the following themes: the key words of verification: contract and organisation in the public administrations; the 'inevitable' functionalisation of public employer power; criticism of 'synthetic functionalisation' and repercussions on the matter of control; the collective dimension of public work: the difficult selection of the opposite bargaining parties; collective autonomy and 'functionalisation' of the public collective labour agreement; the role of management in the transformation of the administrations.
