Abstract

The most interesting traits of President Napolitano's term can be identified in the exercise of his power of speech as combined with promulgations and emanations. The present essay focuses on constitutional practice in the field of presidential promulgation and emanation. This analysis allows one to draw more general conclusions on the important role that the concrete application of constitutional norms plays in the definition of the relationship between the government and the Head of State.
