Abstract
The Italian form of parliamentary government is not as "rationalized" as it is often described. This is the reason why it does not work as a perfect monistic arrangement. Constitutional conventions of the years 1953- 1970, as mostly created by presidential activism, show particularly effectively this fundamental character of the Italian constitutional framework.
