Abstract

The essay is aimed at investigating the legal problem arising from the use of digital jobs platforms, even in the form of social blockchain and artificial intelligence systems, that could deal with labour market matching and the Italian public/private employment services. Inefficiencies and structural shortcomings related to the Italian institutions dealing with the policies of labour market matchmaking are analyzed, also in relation the 2015 labour market reform and the Next Generation EU that have not fixed any measures to implement a national digital system for boosting labour market matchmaking activities. The creation of a “citizen digital walletµ aimed at labour market matchmaking, also referred to a national/ unitarian digital system managed by the National Institute for Social Security (INPS) in light of articles 4, 38 and 117 of the Italian Constitution and the EU principles. There is a focus on Metapprendo, the first case concerning the use on a large scale of a social blockchain for fostering labour market matchmaking and vocational training paths
