Abstract

The author remembers Umberto Romagnoli through his writings about public employment, connected them to his participation in the reforms of the subject in the years 1970-2009. In particular the a. highlights that Romagnoli, who had many hopes after the Workers’ Statute, in the following decades always took very critical positions towards the many reforms of public employment. His pessimism, however, never prevented him from providing important theoretical and practical contributions to advance the reform project centered on collective bargaining
