Abstract
The essay envisages the topic of Psrs not from a strictly legal perspective but rather from a more specifically political one. This analytical approach enables the retracing of the construction of the Eu system in the field of Health and Safety at Work as well as the framing of the emerging role of Psrs in the current political-normative European system, through an investigation of the outcomes and the targets of community strategies, social dialogue products and soft law limits. As a final result, it highlights how Psrs prove to be the mirror of broader issues, a key index revealing several important structural tensions as well as the shortcomings of the Social European project.
