Abstract
The author analyses the possible consequences on the social security system of the transformation of State organisation according to the Constitutional Bill (then) under discussion in Parliament. He stresses the importance of avoiding the perspective of a public intervention confined to sustain exclusively the extremely poor, and of increasing the "services" in alternative or to integrate standard income transfer. Decentralisation of the organisation of social security, in the frame of a well conceived federalism, is judged necessary for the development of a sustainable Welfare State.
