Abstract

In accordance with the two Statutes: 144 of 1999, and the following document dated 28 02 2000, the workfare programme is to be terminated. Two principles are outlined in the documents: firstly, the prohibition of approval of new workfare programmes, and secondly, the actuation of measures designed to place the participants to the project in the work environment. A careful analysis of the Statutes' highlights remarks, however, the continuing existence of the workfare measures directed towards participants receiving state social welfare. The continuing, partial, existence of workfare measures suggests to evaluate the impact of this instrument on the actual labour market legislation. The conviction arises of the opportunity to convert the workfare programmes from an instrument of control imposed on the unemployed receiving benefits to a tool guiding these people in the labour market.
