Abstract
This article deals with the problem of techniques and values in the most recent constitutional jurisprudence, focusing on continuity and discontinuity of the Italian Constitutional Court approach. The employment relationship and selection mechanisms are considered. A critical conclusion, with a comparative point of view, is offered on different aspects concerning the so-called "Intesa" (a kind of agreement between the central State and the Regions in Italy).
