Latin America and the ILO: the minimun as a maximum

Abstract

The present paper intends to find, in the history of the relation between ILO with Latin America, an explanation to the erratic current contributions made by the international organisation in Latin America, regarding the Labour Law's main subject, which is collective Law. With such purpose, it is taken as an example the recent reform of the Chilean Union Law, from year 2016.
