Abstract
The essay traces the legislative and jurisprudential evolution of Article 19 of the Workers’ Statute analysing the progressive erosion of the statutory provision to promote trade union activity in the workplace and identifying in trade union democracy, in the promotion of collective counter-power and in solidarity between workers without distinctions the guidelines on which to imagine a revival of heteronomous action to support and promote trade union action in the workplace
