Abstract
This essay too analyses bill no. 1281 (14th Legislature), which unifies and supplements the general rules on administrative action. After examining the new constitutional framework into which the provisions are to be inserted, the author discusses a series of problems concerning the draft law: the question of the "first principles" of administrative activity; the configuration of administrative acts and their enforceability; the revocation of provisions; annulment; the invalidity of acts; voidability and ratification; the relationship between private law and administrative law. The author suggests that a "technical" revision should be made of the bill and concludes by conducting overall assessment of decree law no. 1281.
