Abstract
The essay deals with the issue of the efficiency of the regional system. To this end, the essay focuses on the performance of two constitutional reforms: the 1999 reform on statutory autonomy and the 2011 reform on legislative autonomy. The conclusion is that the major problems mainly concern legislative autonomy.
