Abstract
In the two proceedings, the arguments of the Constitutional Court highlight the protection of the environment as a transversal subject. This aim, in its complexity, imposes to overcome the perspective of the only protection of the regional territory, particularly in the field of waste management where there are also essential targets of solidarity
