Abstract
The essay examines the law approved by the Regional Council of Region Lombardia in 2021. The modification of the law had been insistently requested by the central institutions because of the great difficulties met by the regional health system during the pandemic. The essay analyzes some choices of the regional legislator who seem to prefer the market to the public service.
