Abstract
The essay tries to build an innovative theory concerning private-public partnership, known as cultural district. The formula aims to create an effective connection between public administration and private partners in order to manage the cultural heritage of a delimited area. The analysis focuses on the instruments that public law makes available for such purpose, and on the so called “accordo di programmaµ that, in particular, is a tool that can coordinate different administration so to make their action predictable for investors. In the end, the essay tries to make some conclusions on the effectiveness of legal protection regarding the private-public partnership theory thus analysed
