Abstract
The paper examines the issue of the recovery of abandoned building heritage between regional law and local planning. The case scrutinized, settled by the Constitutional Court with ruling no. 202 of 2021, concerns the Land Governance Plan of the City of Milan and the conflict of competence between the Lombardy Region and the City of Milan. Hence some considerations are made regarding the implications stemming from the ruling of the Constitutional Court upon subsequent regional law
