Abstract

The contribution analyzes the events relating to the controversial relationship between «politics» and «administration» in the light of the recent initiatives of the Apulian regional council, which had to intervene three times in the last decade to correct a series of inconsistencies that threatened to strongly undermine the efficiency of the whole system: think of the mismatch between the political structure and the administrative structure, or the hybrid nature of the regional agencies. Even with the recently approved changes, however, there are still critical issues relating above all to the figure of department directors who perform an almost «shadow» political direction function directly linked to the top executive and which becomes a further useful element to strengthen the phase of «presidentialization» of regional political life
