Abstract

With these brief reflections on inter-municipal associations, we wanted to highlight the state and regional legislation in force on the subject as well as the objectives pursued and the results achieved by the associated management in the Veneto region. Particular attention was paid to the ruling of the Constitutional Court n. 33 of 2019, which seems to open up to the need for differentiation, moving towards a temper of the associated management obligation. In conclusion, the emphasis was placed on the strengths and weaknesses of associated management, emphasizing how, through a concrete development of supra-municipal forms of association and a necessary reform of Title V of the Constitution, it will be possible to reduce the pulverization of Municipalities which at present are no longer able to give concrete answers to the development and security needs of citizens and businesses.
