Abstract
With judgement no. 69/2023 the Constitutional Court ruled on several regional norms concerning urban safety, environmental safety and road safety. The ruling confirms a broad reconstruction of safety as a field that reflects the complexity of contemporary societies. For this reason, the regulation tends to favour the participation of all levels of government in its definition and concrete implementation. The Court confirms once again how a division of powers between State and Regions based on a rigid allocation of matters is too rigid, although a cooperative approach is not without its difficulties.
