Abstract
The paper investigates some practices of law promulgation by regional Presidents and their impact on the government form’s workings. Specifically, it aims to demonstrate a possible evolution towards a model of divided government similar to presidential systems, in contrast with «neo-parliamentarism» introduced by the constitutional reform of 1999.
