Abstract
The ecological transition is strongly impacting the complex of public interests that have always affected the territory, introducing new interests alongside the traditional ones and determining new balances between them. The case of the construction of renewable energy production plants and the possible conflicts with landscape interests is emblematic of this situation. The paper, also through the reconstruction of the most recent jurisprudence formed on the subject and focusing on the role of regional and local powers, tries to identify what administrative tools could be put in place to seek balancing dynamics that avoid conflicts between these interests or favor a rebalancing.
