Abstract
Originally, the constitutional design of regional legislative power was determined by the particular political situation at the time of the Constituent Assembly. That situation has completely changed today, and the model of separation of legislative powers should be replaced by an evaluation on the merits of the quality of the law that is based on systematic cooperation between state and regions.
