Abstract
The Convention that will be presented intends to address the issues of immigration and inclusion according to a method that is little practiced in a systematic and organic way; a method based on individual regional experiences in the light of related practices, normative frameworks and eventual jurisprudential decisions, so as to allow a vision as organic and concrete as possible of the complex and troubled State-Regions dialectic on the specific phenomena concerned. All this because of the awareness of how the regional effectiveness is no less decisive than the national one, for the purposes of the concrete evaluation of the functionality and of the lawfulness of the great legislative political choices.
