Immigration and rights: The virtuous example of the Emilia-Romagna Region

Abstract
The contribution aims to provide an insight into the measures adopted by Emilia-Romagna regarding the guarantee of rights in the management of the migratory phenomenon on the regional territory. Starting from an overview of the National legal framework, the paper analyse the statistical data on migrants and foreigners. It continues through the study of the regional statute’s provision that take into account the immigration on the territory together with law no. 5 of 2004 on the social integration of immigrant foreign citizens. Moreover, it outlines the major regulatory policies carried our by provisions approved through the last two decades by the regional governments in order to support the immigrants and their integration. The results show a highly inclusive framework carried out over the years, and often in advance in comparison with the rest of Italy, by the Emilia-Romagna which led to foreigners, who represent up to the 12.5% of the overall population of its territory, to be granted by a high level of integration. This through a particular attention to the recognition of rights not only for the Italian citizens, but to all those who chose this Region for living and working in and which make Emilia-Romagna a virtuous example for other regional realities for the management of the foreign population in their areas.
