Abstract
Can a Regional statute regulate a matter subject to an administrative procedure according to State legislation (within the exclusive competence of the central government)? The essay attempts to analyze this matter, paying particular attention both to the recent decisions of the Constitutional Court and the theoretical background of the theme.
