The evaluation of public policies in the recent practice of the CPCV of Lombardy

Abstract

The Control and Evaluation Joint Committee (Comitato Paritetico di Controllo e Valutazione – CPCV) of Lombardy is analysed from a legal and practical perspective. The focus is on the Committee’s practice in deploying its normative tools of action, such as evaluation clauses, evaluation missions, experimental evaluations, public consultations and the monitoring of the reporting activities submitted by the Executive Board and other bodies, requested to deliver a Report after carrying out public policies. Moreover, the political follow-up given to the opinions delivered by the CPCV is also taken into consideration. Against this backdrop, the analysis takes stock of the documents published by the CPCV on its website and the information provided by the Study, Legal Analysis and Regional Policies Office of the Council. The work aims at enlightening the underlying mission of the Committee which is both, technical and constitutional in nature. Indeed, not only it aims at improving the effectiveness and efficiency of public policies but it also aims at implementing the principles of democracy, subsidiarity and sincere cooperation by means of a transparent and open dialogue with the Executive Board of the Region and the relevant stakeholders that are also called upon to carry out public policies or are affected by them.
