Is All That Glitters Gold? Tuscany’s Health Care System on the Test of Territorial Health Care Reform

Abstract

The aftermath of the pandemic highlighted the critical issues of the Italian healthcare system. On the one hand, the need to strengthen «territorial health care» has emerged, and on the other hand, critical issues related to the process of regionalization of the health care system have become clear. In this context, the Recovery and Resilience Plan and related reforms, therefore, provided for a series of interventions aimed at redefining the current healthcare organization, emphasizing the importance of universality, equality, and equity. In particular, the d.m. n. 77 reform defined an ambitious project for the reorganization of «territorial health care». Starting from a case study (the Tuscany Regional healthcare system), the article highlights the elements of continuity and discontinuity with the current organization and illustrates the potential critical issues related to the implementation of the «territorial healthcare» reform.
