General Practice Towards the «Case della Comunità». Arrangements, Critical Configurations, and Scenarios

Abstract

This article focuses on general practice and the role of general practitioners (GPs) in Italy, in the context of the ongoing reform process of the territorial health system related to the National Recovery and Resilience Plan, which includes the implementation of the so called «Case della Comunità». The «Case della Comunità» represents a crucial reform of the primary care system in Italy, aimed at guaranteeing more widely available health services at territorial level, with a crucial involvement of GPs. This constitutes a strategic step in the broader reform of the National Health Service (Ssn), which has become even more urgent in light of the Covid-19 pandemic. However, the implementation process may potentially be undermined by both limitations affecting the reform in a strict sense and consolidated problematic issues concerning general practice in Italy. The article investigates these factors by adopting a methodology based on an analysis of the documentation on the topic (scientific, regulatory, and public debate) and the collection and analysis of secondary quantitative data.
