Abstract
The aim of this study is to underline that the tensions regarding the welfare settings derive essentially from social transformations. Thus those tensions pinpoint problems of social regulation rather than shortage of economical resources; and the ongoing difficulties and the increasing stress to define the actual social work are the sign of the contemporary situation. Consequently, those difficulties show that building capability, aimed to improve users' functionings, is actually the kernel of the social work.
