Abstract
The paper presents the results of a research, carried out in Emilia-Romagna, aimed at studying juvenile gangs, and to compare them to European and American street gangs. Disadvantaged conditions in families and schools together with the socio-economic marginalization are the main factors leading youngsters to join a street group, and to resort to deviance. Also social, youth and security local policies are discussed and evaluated regarding their capability to manage social disadvantages and prevent juvenile delinquency.
