Abstract

This paper aims to analyse the challenging institutional process behind the structuring of a fully accomplished integration between the health and social services in Marche region, Italy, with a focus on disability policies in Pesaro. The analysis highlights weaknesses and innovative adaptive strategies which take place in the light of a fragmented and sectorial subsidiarity, which risks to crush the local welfare services between increasing management demands and financial dependency.
