Abstract
The present paper is an attempt to sketch a framework to analyse governance changes as constituent policies. Some hypothesis are drawn on the relevant characteristics of the process which could have an influence on the nature of the resulting change. The set of hypothesis so presented is used to analyse the constitution of the Metropolitan Transport Authority in Barcelona, and its functioning in the years 1997-2003.
