Abstract

This article explores the genesis of emergency social shock absorbers (ammortizzatori in deroga) as well as their transformation from ad hoc measure to general and 'quasi' permanent policy. Building on the core insights of the literature centred on policy change, the article explores the multidimensionality of the policy and points to regional policymakers as drivers for change. The results suggest that in Italy the logic of the emergency shock absorbers has been radically altered, charting a new path of welfare to work.
