Distributional Dynamics and Development Policies in the South of Italy

Abstract

This article sums up the results of a research oriented to analyse outputs related to a development policy based on governance in two different regions in the South of Italy. In analyzed cases, limited regulation capability in local political institutions has caused two main effects on decision-making processes: equal distribution of resources and benefits among the participants and temporal concentration of the public expenditure. These trends could be rectified through an adequate mix between governance and government, two models able to became complementary ways to regulate public policies. The article concludes that development policies can be powered by a model of governance able to combine efficient regulation by political leadership and cooperation by local socio-economical actors involved in the policymaking activities.
