Abstract
This article analyses the concepts of institutionalization of the governance system and of the responsiveness of the policy, in the policy sub-system of public transit and local transportation. To this end, assessment of the two concepts was conducted in a selected case study. The assessment of the level of institutionalization was carried out with a qualitative method involving 32 interviews with the actors engaged in the decision- making process in the island of Sardinia. Instead, the assessment of the level of responsiveness was conducted with a quantitative method: a survey that analysed a sample of 1,862 citizens from the two functional urban areas of the island. The aim of the article is to generate a hypothesis highlighting the causal mechanisms intervening between the two above-mentioned concepts.
