Abstract
The welfare state has returned at the center of public debate, after decades of spending cuts in the name of austerity and the market. Building on its historical trajectory in the XX century, the essay identifies the key tensions inherent in welfare policies, discusses the Italian case in the European context and proposes new concepts and an agenda for its re-invention in the aftermath of the Covid-19 pandemic.
