Abstract

This essay analyses - from a comparative perspective - the origins and developments of administrative procedures aimed at the adoption of orders or rules and at the conclusion of public contracts or agreements. The essay then attempts to identify the crucial features of administrative procedures, such as participation, transparency, simplification and judicial review. Finally, the essay stresses the need for a proper balance between participatory guarantees and efficiency in administrative proceedings.
