Critical comment on the recent law on «laïcité» in Quebec

Abstract

On June 16, 2019, the Quebec government published a new law on the laïcité of the State. This law is supposed to close a long parliamentary process started more the 12 years ago with the well-known Commission Bouchard-Taylor on reasonable accommodations. The purpose of this paper is to circumscribe the intentions of the legislator with this law using mainly the public hearings of Bill 21. The article will shortly present the bill and analyze some major aspects, as the interdiction to wear religious symbols and the use of the Canadian derogatory clause.
