Abstract
The author analyses Umberto Romagnoli’s scientific production on the regulation of public employment, with particular regard to his evaluation of the major innovations introduced by the reform implemented at the end of the 20th century. It is highlighted that the main focus of his writings is the reflection on trade unions and collective bargaining: the important role they could have played and the disappointing results.
