Abstract
In this essay the Author strikes a balance of the most recent collective bargaining in the public employment. Particularly, he stresses the innovations introduced as regards workers classification, flexibility, individual disputes composition. The second level bargaining could succeed only partially in applying these innovations in the different State administrations. According to the Author it is necessary to continue the effort to innovate, in order to prevail over the attempts to stop it and to go back to the regulation by Parliamentary Acts of employment relations in public sector.
