Abstract
The authors, through an analysis conducted from the economic point of view, give a valuation of social expense which shows the families as beneficiaries. The recurring point of reference of this essay is represented by the report of the works of the Commission for the analysis of macroeconomic compatibility of social expense, elaborated in 1997. This expense in favour of the families, presents two targets: sustain for families responsibilities and struggle against poverty. After having analysed all the steps made, such as family allowance for the third child, maternity allowance and minimal income, the authors debate about a bulk of unresolved issues, concluding that financial bonds do not represent the major obstacles.
